Southwest Health CEO Joe Theine Departs Amid Financial Turnaround, Looming Cuts

Theine, who has led the organization since July 2023, will become the new president of CommonSpirit Mercy Hospital in Durango, starting December 7. Southwest Health System has not named a successor, cortezcurrent.com reported.

According to local media, Theine’s tenure is credited with a financial turnaround for the health system, which operates the 25-bed Southwest Memorial Hospital in Cortez, Colorado. After three years of losses, the system finished 2024 and 2025 with positive income. In June, Becker's Hospital Review recognized Southwest Memorial as one of its top 100 critical-access hospitals and one of its top 100 great community hospitals, as reported by KSJD and cortezcurrent.com.

Theine’s arrival in 2023 followed a period of public opposition after the health system announced, and later rescinded, the closure of the birthing center at Southwest Memorial Hospital, according to both news outlets.

Despite the recent financial improvements, the system faces substantial headwinds. In a September statement reported by KSJD and cited by cortezcurrent.com, Theine said Southwest Health System anticipates the 2025 federal budget law will reduce its annual revenue by $9.6 million by 2033. A KSJD report characterized this as a projected revenue reduction of approximately $10 million from federal Medicaid cuts and reductions in Affordable Care Act tax credits. The full effects of the legislation are not expected to materialize until 2027, KSJD noted.

According to cortezcurrent.com, Theine stated this projected loss significantly outweighs the $1.1 million the system expects to receive from Colorado's Rural Health Transformation Program.

In a June 2026 statement to Montezuma County commissioners, Theine noted that about 85% of Colorado's rural hospitals were not financially sustainable at the end of 2024, KSJD reported. At that time, he also mentioned that SHS was seeing an increase in patients needing charity care.

Why it matters: Southwest Health System operates Southwest Memorial Hospital, a 25-bed critical access hospital. The CEO seat is now open with Theine's departure on December 7. Clinical Terminal has not recorded any other C-suite executives at the organization. The leadership transition occurs as the system anticipates a $9.6 million annual revenue reduction by 2033 due to federal policy changes, according to a statement from Theine reported by KSJD. This projected loss follows a period where Theine was credited with leading the system to positive income in 2024 and 2025 after three years of losses, according to local media reports.
